ECF Learning Clusters


ECF Learning Clusters is a process to approach cluster development not from structures but from the individuals’ point of view.

Why become a learning cluster?

Effective collaboration needs great processes to work its best for sustainable competitiveness. At best, a cluster can act as the engine and a tool of this movement towards great added value for business, continuous change and nonstop learning. But it all comes down to individual connections and interaction.

How does it work?

ECF learning Clusters is made up of four different phases. Our experts will facilitate the analysis of the status of the cluster based on the feedback of your cluster members, facilitate three initial development processes and train 30 members of the network to act as the primary engines of change in developing the learning cluster culture.

  • Phase 1. CAPACITY: LC 360 analysis of the operational state of the cluster network. Through an online analysis tool, members of the cluster will create the LC360 internal status analysis of the operational capacity of the cluster.
  • Phase 2. PEOPLE: Training process for a selected group of ’change agents’ in the cluster network. Over an individual training and development process, these 30 members of the group will gain new tools and new thinking to lead the continuous and committed change process in the cluster. 
  • Phase 3. COOPETITION: Process development of three identified challenges. Based on the analysis in phase 1, we will start the development process of three of the internally identified biggest challenges of the cluster.
  • Phase 4. GROWTH: What lies ahead? Closing workshop. During this closing session, the core group will define the new direction of the cluster process development and plan how to keep the positive movement alive.

How do we analyse clusters?

Our online analysis tool is called LC 360-degree assessment.

The 360 degree means that the assessment will be made around the ”circle” of stakeholders in the cluster. That is, we collect the feedback from individuals who are situated in different roles in the cluster - staff of universities and companies, customers, suppliers and other possible stateholders.

The process is easy.

EduCluster Finland offers your participants a secure webpage where the questions of LC 360-degree assessment are listed. The participants assess the cluster from the individual point of view. After receiving the scorings, we provide you a printed report or access to a webpage listing the ratings summary.

  • 30-50 people provide input on cluster’s learning capacity
  • Consists of 60 questions on Likert scale and 6 open questions
  • Completely anonymous, identities are protected
  • Internet based, you can access anywhere and any time.

Summaries don’t tell all.

That is why we analyse the results by using our Learning Cluster -framework and reflect your scores to the practical knowledge about the six key processes of enhancing competitiveness with learning. Through analysis we will have a good perspective about the experiences of all stakeholders about the status of your cluster, the useful ratings and averages pointing towards the most challenging issues and analysis on the basis of the developed framework.

We believe that the best experts in developing your cluster are the persons working within the cluster. That is why we want to do the final review of the results and the further development plan together with your cluster’s core team. This is recommended and it will take only 6 hours, at the time agreed with the client.
